can an M licence AME sign off an e.l.t. and do an annual inspection/re certification after a battery replacement and an operational check, or do e.l.t.'s have to go to an avionics shop or a AMO that specializes in something like that?
i read AWM 571 appendix G, and AWM 551.104 but i still can't tell who can sign for it.

is the answer that it all depends on what is in the maintenance policy manual for the AMO?

Pretty sure you can only do a operational check IAW Manufacturers instructions/CARS

we send ours out to Atlantic Avionics, never seen one done in-house.

Unless the annual recert is not due and you are only changing the battery. You have to send it out unless you have the proper test equipment inhouse

The repair of avionics components is considered "specialized maintenance". Therefore you need a special rating to do it legally. ie: avionics shop. The only exception is if the AMM contains the procedure or if it's spelled out (clearly) in "currently recognized industry practices for service in the field."
