What exactly IS a water aerodrome? IE is it a TC designation of some place that gets X# of movements per day???
And if one had to get a “water aerodrome” established what paperwork would be involved?

No mention is made of registration. If there are aircraft which are arriving, departing, moving or being serviced, it is instantly an aerodrome.
One might argue that a museum, where aircraft are serviced, is actually an aerodrome.
"water aerodrome" is thusly redundant - it's simply an "aerodrome" if it is used for the "arrival, departure, movement or servicing of aircraft"."aerodrome" means an area of land, water (including the frozen surface thereof) or other supporting surface used, designed, prepared, equipped or set apart for use either in whole or in part for the arrival, departure, movement or servicing of aircraft and includes any buildings, installations and equipment used in connection therewith;

Legally, none.
Practically speaking, he's gonna drive his neighbours nuts with noise. Transport couldn't care about noise, as long as all CARs are compiled with. Main thing you need to worry about, is some weenie at Transport deciding that a row of cottages is "built up area".
