Applying for a dockhand job
Will a float operator only consider you for employment if you already have your commerical license. What Im getting at is, can someone get a dockhand job and still be working towards getting the commercial or do they generally only hire licensed guys?

There are lot's of operators who would take you on if you only have a private, or even, no licence in hand at all. One good reason would be that you won't have any expectations of flying to get all worked up about. Not to say you wouldn't get to go for some good, informative rides... I know a couple outfits who won't hire pilots for the dock at all!! Good luck!
While I'm dead against companies "using" qualified pilots as dock/ramp workers, I think it would be a great idea for a guy working on a licence! It'll give you some insight as to what kind of people you may be working with, should you be foolish enough to persue your dreams! Good luck!

I would recommend doing that 100%. Just be sure that you pick the right company to work for. Don't go doing that for someone who has a Beaver as the smallest plane for example, because you won't be able to fly that as a starter.
Best bet is to find a company with a privately registered 180, work the dock, get your liscense and soon after you'll be flying that 180. And if you're lucky they'll do your float endorsement for you.
