Although i am sure this has been asked I will risk ridicule and take the leap.
Who might one apply to for fire patrol type work? Is it dealt out to private companies or is it a ministry thing?

You didn't specify if you were looking for info on one particular province, so here's something to get you started with Québec and New Brunswick
In Québec, the SOPFEU (Société de protection des forêts contre le feu, a joint government, forestry industry and land owner NPO) hands out yearly contracts to different operators for patrol. Aéropro, Grondair and ExactAir were the contractors last season. Patrols are done with C-182RGs and C-337s. C-310s are used in the "bird dog" role. The Quebec Government Air Service operates the CL-215, 215T and 415.
In New Brunswick, the Department of Natural Resources contracts patrols to a private company, last season being Grand Falls Aviation, using C-172s. Firefighting and "bird dog" aircraft are contracted out to Forest Protection Limited, from Frederiction, who use C-337s as bird dogs and Air Tractor AT-802s for firefighting.

BC it's all private operators, no contracts are issued. Requirements for pilot are 1000TT, 25 on type.
