How long does it take TC to issue a license????
I passed my flight test in early September and still don't have my 'blue' card yet? How long does it take TC to go over the documentation and issue a license? 
Or am I just too anxious?

TC does NOT issue a license when you pass a flight test for Recreational, Private or Commercial. You need to apply for the license using the appropriate form. Remember, you must do more than just pass a flight test-- you must have the written exam completed, and have the required experience as described in CARs part 4.kzcvtm wrote:I passed my flight test in early September and still don't have my 'blue' card yet? Normally, this would be done by an authorized person at your school, and they would give temporary privileges on the back of your Student Pilot Permit, and they would send the rest of the documentation to TC.
The TC level of service guidline document states that we have 3 months to process your license... but since you have your temporary privileges, it should not matter to you.
I would suggest you discuss this matter with your Instructor-- they will give you some additional guidance; thats what you paid them for.

It depends a lot on the workload that is on hand at the time. It is not TC's mandate to issue a license on demand for an international student that already has temporary privilages. Why should they "skip to the front of the line" when there is a backlog of 100 waiting to be processed?
There is no policy at TC that shows preference to the international student over any other applicant.
If the workload is light, it has happened in the past... but it is an exception.

When I got my ATPL (yah, I actually have one) I walked my log book into YWG, went for lunch, then picked up the licence after lunch. It could still be done this way. But now, we have "red tape", lunch breaks, coffee breaks, unions, paperwork, more paperwork, more coffee breaks...are you really expecting me to beleive there are 100 licences to be issued at any one time, in any one TC office? C'mon, the test results are right there on the computer screen. The log book is right there on the desk. Cross-ref the two, and issue a phuquen licence...how hard is that? But in Canada, all government paperwork must sit in a dark drawer for at least a month...it's the Canadian way! Just try to get money the pricks owe you...in black and white..takes months!
Actually, Doc... the applications and supporting paperwork is scanned and put into an electronic "in" box. The logbooks and PTR's (as appropriate) are stored seprately. Multi, Night, IFR, Instructor, float, Student Pilot Permit, most type-endorsement are easy. They take about 5-10 minutes (unless irregularites are found... such as suspected fraud, or people not quallified to provide the training, PPC/flight test forms not submitted, etc.).
Private can take 30+ minutes depending on the application and supporting documentation.
Commercial can take more than an hour (especially if the personal logbook is a mess or improperly filled out) to confirm their 300mn cross-country, assure that the night and instrument time is correct and not double-dipped. Addition errors are frequent, and are sometimes not caught when the Authorized Person issues temporary privileges.
ATPL can take 2 hours (and in some cases, much longer) depending on what type of experience the person has. Sometimes we require copies of PPC's or PCC's to confirm that the person acting as co-pilot was trained and required in that capacity (and not just occupying the seat). Helicopter applications are a particular treat because of the two-crew requirement, and the various restrictions that can be placed upon them.
Anyways, I am sorry that it is not quite as cut-and-dry as we would like it to be. This is the reality.
You know the most unreconized job in the flight training industry is? Authorized Person. Most times, they do not get paid any extra for their hard work, and they have to sort through all of this stuff-- before it even goes to TC. My hat goes off to you guys and girls. Try and get paid for it, okay? You deserve it.
Oh, and Doc, as far as I know, TC has always been unionized, and any breaks follow federal labour laws. Many people are in unions, Doc.

Hay TCGuy what if the school refuses to sign off on the Commercial license?
I know of a flight school the just recently refused to sign off on a student’s commercial because the night B4 he left some other students came into his apt & trashed it (they were upset that he was taking his wireless router with him). He refused to pay the damages claiming that the students who broke in & destroyed the place should pay…(& rightly so) However the flight school figured that he should pay & not the other students (who were students in a large training contract & aparently more important then a single pilot who had just finished his airline program training)
Can they do that? & how do you get your CPL without this? I guess just send it in & wait 3 months B4 flying?

Well... you don't need the school to sign off on the license. Any authorized person can do it. If you take it to a TC office, *typically* they will not assign temporary privilages. That is why AP's have been delagated by the Minister (to offload some of the licensing load).
Now... here is the fun part: they (the school) *cannot* refuse to give up the PTR for the student.
So, if I was this student, I would demand my PTR, and take my licencing somewhere else.

It is a legal requirement for them to give it up. If he/she has any problems, give your local TC office a call. They will straighten the school out. And yes, similar situations have happened in the past.

Not to be a jerk TC Guy, but I renewed two of these ratings in the past year. Both times my 90 day temporary extensions had almost expired and still no license. You know I was just "poking you with a stick" on my last post...the last two time I renewed my IFR, during company PPC rides, the licence was in my mailbox withing three weeks. An, that's pretty good service!
I would like to see our licences (which we have spent bloody fortunes on) be more than a peice of paper...worthy more of being bum wipe. At least, with my driver's licence, I can scrape ice off the windshield in the morning.

Hay I heard about that...that was in ZBB about a month ago right?....I'm assuming its the same case...The student had to fly back to Quebec without it sign'd or something like that.... I agree. The authorized person at Sault College puts in an amazing amount of extra time writing up a million licences. He's not paid anything extra- he just does it for the students. The is starting next year for ATPL, Doc... going to a passport-style license. They look pretty good, from what I have seen. No issues that I know of. I haven't changed my address recently. Passed both rides with flying colors. Didn't commit any fraud, so I don't think I was under any investigation. Things do get misplaced or put off to the side (someone goes on holiday/sick/etc.).

I guess that I wasn't explicit enough....so here goes again.
I passed my flight test, exam, had all the paperwork filled out, issued a temp license in early September of this year. It's 60 days at the beginning of November since I was issued the temp license.
Is TC backed up with an extraordinary number of students getting their PPL causing these problems?
I was hoping TCGuy could shed a little light here.....thanks!

Your temp license should be good for 90 days, but I'd phone your local TC office if you haven't got it in 60 days. Maybe TC Guy can shed some more light.

This time of year is not especially busy for licensing, so 60 days is getting to be a long time.
I tell anyone that will listen (especially when *I* issue a temporary at the end of an Instructor ride) that they should follow up with TC if they haven't received their perminent license within 60 days.
It is an imperfect system... relies on a lot of people. Heck, who knows: the application may be sitting on the AP's desk... or one mine, for that matter (okay, okay, nothing is on my desk right now!).
Call them!

Well after one extension on my temp, 7 calls from my flight school, 2 promises from TC - one of which to courier it to me after putting in an incorrect address - I still don't have the license!
Apparently, TC LOST ALL OF MY DOCUMENTS!!!! The flight school resubmitted them and are in the process of resubmitting them again. Now I have to get my temp license extended one more time.
It is getting a little tired here, especially when another student who passed their flight test after me got their license in 3 WEEKS!!!

When are we getting the new Licenses? Do we have to submit our old license back to them or just throw them out? When the new license come out is it going to have our currect medical and radio op license in there already or do we all have to stand in huge lineups to give our old docs back to TC?? is the process really going to be free and easy as they have made out? by the by im glad we are finally getting some legit looking licenses....ours before looked alittle "special"
