So here's the question of the day. I work ramp in YYC and during our coffee breaks, a variety of aviation related topics are discussed. Since the weather was pretty crummy today, the topic of Take-off Minima came up and the general debate was whether or not the PIC can overrule a ground visibility or RVR.
For example, if the RVR is fluctuating above and below 2600 (due to a localized phenomina on the side of the runway) and the ground visibility reported by the tower is 1/4 SM, but the visibility from the button of the runway (with the RVR) is 1/2 SM, is there any circumstance that the pilot would be able to take off? In this example, assume the take off minima in the CAP is 1/2SM.
It's been awhile since my INRAT, but referenced the CARs and AIM and my take on it is that the pilot can't because the ground visibility is governing regardless of what the pilot sees (or thinks he sees), but if I'm out to lunch, someone please fill me in. I'm also assuming that the aircraft is not allowed to take off with 1200 RVR in their AOC. But even if they were certified, would there be any circumstance where the PIC could overrule the ground vis?
