Can any float endorsed commercial pilot issue a float rating? (on a private registered airplane)
No, he must also have 50 hours on floats. See CAR 425.21(6):

P.S. He doesn't "issue" a float rating, that's what an Authorized Person does. He is however qualified to give dual float time that counts towards a licenced pilot getting his float rating.

Be very careful getting training from any pilot in Canada, because the person giving said instruction may be on TC's non approved list.
As an example I am on their non approved list so any training that you would receive from me would be deemed not acceptable by TC.
You can save a lot of time and money by making sure that the person giving you training is acceptable to TC, otherwise you are wasting your time and money if the training is towards getting a float rating.
However if you already have a float rating I can give you training but it would only be good as far as becoming a better pilot is concerned, in TC's eyes it would be unacceptable.
Fortunately those coc.suckers have no control over what you and I do as long as you have a license and the float rating and a valid medical.
I do not need even a license as I would be a consultant.

.: anyone with a commercial or ATP licence, and 50 hours of float time, may give dual training towards the float endorsement. When the training is complete, take your student and his logbook to a local Authorized Person (who does NOT work for Transport) and get him to sign off the float rating.
I used to sign off freelance float ratings all the time, back when I was a CFI.

Hedley, it goes beyond being screwed around, these coc.suckers have " told " my clients who have come all the way from Europe that they would not approve any training done by me....on two occasions.
I look on any TC employee to be working for a morally corrupt organization that is lower than the common street criminal or organized crime.
I choose to avoid these people as much as possible and if I have no other choice but to deal with them I " know " that I am in far greater danger than if I were dealing with organized crimminals.

Hey Cat driver I also feel the same way about some of the people at transport, but there r some people there really trying to do a good job and change things. I can say that I have personally had certain individuals bend over backwards to do the right thing, or take care of a problem that was beyond their realm of responsibility. Funny thing most of the good guys and gals I have met over the years were x hard working line flyers as opposed to career civil servants. I found that the good guys r tryin to find away to say yes, where as the bad guys r lookin for a reason to say no. I would say though that the higher up the ladder u go the higher the ratio of assholes.

adhc2, yes there are some at TC who try and do their job as fair as possible, but the problem is with their upper management.
When a situation arises where a TC employee has done something that is unacceptable and against the rules and you try and get it corrected you had better not be dealing with the Pacific Region under Dave Nowzek, because if he decides to defend his underling at your expense you are screwed.
The Pacific Region is without doubt the most corrupt regional office in Canada under Nowzek, at least I would be suprised if another region could be run more corrupt than the Pacific Region.
I thought I had many friends in the TC office in Vancouver until it came to the crunch.
Every one of them remained silent and did nothing over a two and a half year period while Nowzek and a few others broke every rule in the book and bankrupted my company to potect a piece of human garbage who was eventually sacrificed when I had enough evidence against him that the Director General told me it was out of his hands as it was a criminal matter that should be handled by the RCMP.
Anyhow I found out once the fix is in they will do anything it takes to protect each other and it is approved right up to Pruess in Ottawa.
So I look at every TC employee as more dangerous than a street criminal and will treat every one of them as if they are criminals. And I will use any method I have to to protect myself from them.
The fact that some pretend to be fair does not change the bottom line. They work for a corrupt agency, therefore by association through working there they are corrupt.

I am not feeling the love (LOL).
I do believe that there are good people that work at TC, and I hope that I am one of them. We do our little jobs, and (I think) serve a majority of our clients well.
I am not a criminal, nor have I ever done anything I am ashamed of as a TC employee, and have never acted outside the law. I would also never allow anything I saw (or have first hand knowlege of) that was corrupt, immoral, or wrong to continue unchecked.
In fact, I hope there are many in the industry that would want people in TC committed to the public service -- to making a (small?) difference.
I think it is counter-productive to make such generalized statements when any person can't have possibly met even a fraction of the people working at TC.

No I have never met you TC Guy, ( Then again maybe I have. ) but I hold your employer in utter contempt and have no desire to interact on any level with anyone in your organazation.
I learned the hard way not to underestimate your employer and watching people who I had thought were my friends and I had trusted for decades just sit silent in meetings with the top management while I got screwed over taught me a lesson I shall never forget.
I will not name them although you would know of them because of the positions they hold in the department.
In a meeting with Nowzek and several others ordered by Ottawa one of my most trusted so called friends sat there silent when I turned to him and said how can you sit there silent while these people lie and circumvent every rule in the book.
This person in the past had approved me as management in companies that needed turning around due to non compliance, but when the crunch came he remained silent.

Sorry TC Guy but you represent my enemy and I wouldn't trust you for one heart beat.
By the way, I'm beavering away at my Cub, with any luck I will get it ready soon so I can teach the younger generation not only how to fly but how to protect themselves from your morally corrupt organazation and how to circumvent you.
Don't underestimate the effect someone like me can have in educating the kids as to how things really work, I have an excellent record in aviation and am not about to just slink away and lick my wounds, uh uh TC Guy I am going to do everything in my power to shine a bright light on that rat hole Tower C and the vermin that work there.
That is the way it is and the only thing that will change my position is to see a complete house cleaning of TCCA and get rid of the people who are responsible for the mess TCCA is in...a good start would be Preuss and Nowzek.
You may not like it TC Guy but that is the way it is.

Cat I too bare contempt for some individuals at transport, but by the same token I am sure glad there r many transport people trying to do what really is best for aviation, for if they wer,nt there I believe things could be much worse. It really is a travisty when some of those in power are not accountable for there actions and folks who are just tryin to do provide a service and hopefully make a profit at the end of the day r shot down without just cause. I have seen it happen and it, boils my blood. I too have been in business and been unfairly treated by the the powers that be. Never the less I think that even if there r the corrupt and incompetent in transport we need the good people to help better things.

I recommend another rum and eggnog its certainly workin for me.

I must admit, I don't expect anyone to trust me. I have a job to do (as do the clients I am dealing with) and hope that we can be amicable to our mutual benefit. Are there problems? I am sure. Are there issues? Of course! Will we agree? Certainly not all the time.
Transport Canada is the regulator of Civil Aviation in Canada. This means that not all decisions that we make will be popular with everyone. We have to live with that.
Audits, Inspections, Flight Tests... I am asked to make a judegement based upon a published standard. The best I can do is do that without bias or malice -- according to the standard. I sleep well at night.

There is nothing in life as sad as someone reverting to parroting meaningless comments.
In my region there are three of us who had our flying businesses ruined by TCCA under the leadership of Dave Nowzek (without just cause. ) fully supported by Merlin Preuss. Two of the individuals did not have the mental or physical strength to keep on fighting against the abuse of power that was used to destroy their businesses and lifes, I am fortunate to be quite healthy and also street smart enough to understand how to fight back.
Please, please do not suggest to me that working "with" Transport will give one a better experience, the record is very clear that I was one of the most dilligent supporters of the regulator until one fateful day I refused to bow down to a brutal sick son of a bitch working under the protection of TC.
Lets use an example here for the kids to ponder over.
If you were in the military serving in Afghanistan or Iraq how would you seperate the people who are your friends and those who are out to kill you at every opportunity? Outwardly they all look the same, it's just that some are deadly enemies so only the naive would blindly trust any of them.
Of course it is true that TCCA will not kill you in the strict sense of the word, what they can and will do is destroy everything you have worked your whole life for.
So my advise is to look on them as the enemy and assume the worst from every one of them because when the chips are down they will sit in silence while their top management use any method they choose to violate your rights and destroy you.
Once again, until you have experienced just how dispicable and corrupt these people are I advise you to consider my advice.
Trust these people and you can end up ruined, fight them and they will still ruin you.
I would rather die on my feet facing these outlaw's rather than meekly bend over and submit to their abuse just to work in Canadian aviation.....

That must rank as the understatement of the year.Transport Canada is the regulator of Civil Aviation in Canada. This means that not all decisions that we make will be popular with everyone
The decision that the RCMP made, in their involvement in sending a Canadian citizen to be tortured in Syria wasn't a popular decision, either.
Hey, I have a great idea. Phone up 4900 Yonge St and tell them that you are organizing an air show in your town, and you saw this Canadian airshow team:

We are banned for life from ever performing at another airshow in Canada. That's not a popular decision with us, either. We fly airshows in the USA, the Carribean, and Central America, but Transport won't let us fly at airshows in the country that we are supposedly citizens of.
Transport Canada, like the RCMP, feels free to break the law and abuse Canadian citizens, and they arrogantly don't care who knows about it.
Wanna have some more fun? Phone up the 603 people in Tower C, and ask them why they illegally discriminate and refuse to issue ICAS cards to people with the last name of Boyd - we have to get ours through the FAA.
Transport Canada had me red-flagged with Customs. Thanks for that little gift, guys - it took me years to sort that out.
TC Guy, I'm sure you're a nice fellow and all, but you can see why it is easy to get the impression that Transport has quite a few thugs running amok in it.
Careful. We DO work for TC as Authorized Persons. We are their representatives in the field, and our job is only to ensure that all training has been met according to the regs. Simple. However, our work is checked by the ARDO, and, believe me, if one "T" is not crossed, we're gonna hear about it.

Right. However, the regs do NOT say that . Ellesworth is specifically banned from providing training towards the float rating.We DO work for TC as Authorized Persons ... our job is only to ensure that all training has been met according to the regs
All an Authorized Person has to do, is ensure that the person giving the dual has a comm/ATP and 50 hours of float time, AND that the person receiving the float training got the training specified in CAR 421.
If a Transport Canada Regional Office had the audacity to reject an endorsement for a float rating, and IN WRITING say it was because . provided the training, and they don't like ., well, enough would be fucking well enough.
Time to call your member of parliament, and the minister of transport, and the human rights commission, and your local newspaper and tv channel.

...Which might actually provide for an interesting avenue for . to attempt to pursue to get anywhere with TC. Do an endorsement, because he IS qualified to do so, and then react when that endorsement is NOT approved, if indeed that's the way it ends up going. Be a pretty strong case because the requirements are set out in regulatory fashion.

They will have to phisically try to force me to comply and they will fail, I will go to jail first. I have dealt with far more dangerous thugs in some of the worlds worst shit holes to be worried about the Canadian thugs.

I'm not in the habit of teasing dogs who are already pissed but the solution here seems obvious to me CAT. My memory is a bit fuzzy but I recall that you used to refuse to name the TC people who had wronged you because you were preparing a civil case against them. What happened to this case? If you have irrefutable proof that you were maligned and or discriminated against, then you should be serving papers on them! Sue the bastard! It doesn't matter if he still works for TC or not, he'll have assets. If you can't prove your case then forget it, there's no use in darkening your golden years with a grudge you can't hope to settle.
