Ever had someone say, "Right here."? There we are still in the flight levels and we get that question.....can we just go into a hold "right there"? Or is there some reason we must hold at a predetermined point in space? Doing a few turns around a point at FL230 would save some fuel?
I loved that when i was in Thompson when a controller would call up "i have seven estimates and not a one of them will be even close" LOL that made me roar. 7 guys in the stack and by the time the last one landed he was 30 minutes past his estimate....

Nope estimate is time til there over the initial approach fix i believe or til over the airport. Thats why the times are shot. but when this happens it is ussually socked in IFR and there is only one guy on approach anyways and no VFR adviously so it's pretty easy to deal with.

Yes, the time we pass to FSS is the time the aircraft is estimated to be over the fix serving the airport. And yes, usually the airport is solid IFR if there is major holding so it's not a big problem that the times are off.
Where it becomes more of a problem and more coordination with FSS is required is when you're dealing with an airport that sees a lot of IFR practice approaches. I've had times where it's clear skies but there are a ton of trainers up and about, and have been giving expect approach clearance times of 50-60 minutes to inbound aircraft.

Like pygmie said there is nothing worse than having a quite easy sunday afternoon ruined with 4 trainers up doing practice approaches plus trying to work in the usual IFR and VFR traffic. Takes co-ordination but it can get fun and makes the day go quick.
