I'm pretty sure it wasn't a low-tech solution... From what I understand, launching a rocket from earth to hit a specific target in orbit is pretty complicated... Not really a low-tech solution - what did you expect though... I'd imagine that the most efficient weapon to knock out sattelites would be an impact weapon, so why would they go with anything else?
