nope still way to dirty. Talke to a pilot of theirs and she said that it is agains company policy to was there planes during the winter as they might have a problem with control surface freeze up.

Who signs the aircraft out after routine maintenance? Even when I worked in the bush we had to scrub the aircraft just before it went in for inspection or the AME would have a fit. Apparently sending a dirty bird for inspection was somehow a no-no per TC.

I'm not an AME, but let them look at the a/c before you clean it !! How else are they going to see the smoking rivets, exhaust stains, any fuel seeping, looking for cracks can be way easier on a dirty surface.
