So what does the MANOPS say about leaving vehicles on a runway?
This is in the context of an aircraft not using the whole length of a runway for its takeoff, ie intersection take off. It used to be that I would let FSS know that I was OK with maintenance vehicles behind me on a runway but today the FSS told us that they were required to remove vehicles rather than issue a hold short instruction to them and us to keep us separated.

We're allowed to hold a vehicle behind you, provided we co-ordinate it with you and issue an instruction to the vehicle not to operate within 200ft of the intersection. There may have been an issue where if the vehicle was left on the runway for your departure, it would have been difficult to get it off before another aircraft landed. If it's IFR or the FSS doesn't have sight of the runway and final approach path, they have to instruct vehicles to exit the runway 5 minutes prior to the inbound aircraft's estimate.
There could also have been a unit specific directive preventing the specialist from holding the vehicle behind you.
