Help for an expired Class 3 instructor rating??

Help for an expired Class 3 instructor rating??
Just wondering about an expired class 3 instructor rating. Will I have to do the class 3 written exam (or is there just one exam for class 4 and 3) and is the flight test class 3? It has expired for 4 years and I'm not sure if I have to show Transport a class 4 compentency level first then do the class 3 at a later time? Any help would be great.

You will require to be recommended by the holder of a Class 1 rating, then do the Class 4 written exam, then do the Class 4 flight test. Upon successful completion you will be granted your previous priviledges as a Class 3.

CAR 421.66 3c
Where a flight instructor rating has been invalid for more than 24 months, an applicant for renewal shall:
(i) provide a recommendation from the holder of a Class 1 Flight Instructor Rating in the appropriate category indicating that the applicant is considered competent to complete the written examination(s) and undertake an instructor flight test;
(ii) successfully complete the examination requirement set forth under Knowledge for the appropriate flight instructor rating; and
(iii) successfully complete a flight test for the appropriate flight instructor rating.

could an expired Class 3 (with enough recommends for the Class 2 before expiry) be renewed with a Class 2 written and a normal 4/3 ride? Or is it required to write the Class 4 written again first?
