CAR's question
I am starting to study up on the CAR's in preparation for the SARON. As per the study and reference guide, I was going over CAR 401.53, in particular (2), which deals with second officer priviledges.
(2) A holder of a second officer rating who supervises other holders of second officer ratings may conduct flight training and competency checks in respect of

(a) the endorsement of a commercial pilot licence — aeroplane or an airline transport pilot licence — aeroplane with a second officer rating; and
(amended 2005/12/01; previous version)
(b) the endorsement of a licence with an aircraft type rating for second officer privileges, if the holder holds a second officer rating.

Does this mean that anybody who holds a second officer rating, is legal to give training, and competency checks, and endorse the licences of others without other training?

You're pretty much correct.
If someone holds an SO Rating they can provide training towards an initial SO Rating or training towards adding another type to an SO Rating.
They can also conduct the competency checks that are required.
They can't actually "endorse" a licence -- that's the job of the Minister (as delegated to TC). The holder of the SO Rating IS able to sign the recommendation upon which TC will issue the rating. (In the same way that an Instructor can sign the application for a Night Rating or a VFR OTT Rating.)
With all of the in mind. Most machines that require either a FE or a SO are operated as part of a Commercial Air Service. As such, these operators might have more stringent requirements for their instructors and check pilots which of course will also apply. But from a strict, legal standpoint, by holding an SO Rating you can provide training and checking to those that want to get an SO Rating or to those that want to add a type to an existing SO Rating.
