on all the ng's, the flap for takeoff is usually 1, but on the 800, when heavy, it's common to see flap 5 as well. 10 and 15 are options too, but in 4 years I've never seen it on the NG. Saw flap 10 takeoffs lots on the 200 on the short strips though.

Our rwy analysis charts show flap 5 for nearly all takeoffs in the 800. I've done flap 15 once out of Deer Lake and flap 25 sometimes off short wet runways.
As to the video, there is some leading edge out, so some flap. If it was an airspeed disagree, of course they should have rejected. If it was a screwed up flap setting, like mistakenly left at 0, I can see it taking a while on the trim switch before the tail had moved enough to allow rotation.
