No VFR Service In YYZ TRSA

First time poster, long time lurker....

I thought I would post here to try and get more info. I learned today from a friend associated with YYZ Centre, that due to a NavCanada management vs. controller issue, YYZ centre may deny VFR service in YYZ TRSA.

Apparently, according to my friend, YYZ tower was given a raise as a result of a new method of counting all ground movements (taxiing aircraft, vehicles on the taxi way etc...pretty much everything) that it pushed the workload count to level that gave the tower controllers a substantial raise to a level above YYZ Centre controllers. YYZ Centre has always been the "top of the heap" pay wise due to the amount of traffic worked. But VFR's that were given radar service were never counted and NavCanada refuses to start. If VFR's were counted, it would cause NavCanada to give YYZ Centre controllers a raise to a level above the YYZ tower controllers.

So, according to YYZ Centre controllers, if they are not getting paid to work VFR's "they ain't working them"

This concerns me due to the fact I request service from YYZ Centre often. I find it safer in the summer, with the amount of traffic, to have an extra set of eyes. If VFR's are forced to remain out of YYZ's TRSA, it's going to get crowded...and dangerous.

Basically, I am wondering if anyone has any more info or has any idea on what (if anything) can be done.

I heard that the top managers at Nav Can were putting some of their pay and any bonuses into a pool for the controllers as a show of solidarity and brotherhood with the grunts in the field.

They did this last summer in YWG as well. No VFR within the YWG TRSA. Interesting to see all the VFR multi-engine training flights departing at 2500 (undercutting terminal airspace) to 35DME, then popping up, doing their thing and coming back down to 2500.

Must've cost a few students a bit extra.

Wrong. YWG's restrictions on certain days last summer were due to a staffing shortage, and not controller vs. management games. I had not heard anything about the YYZ situation, so cannot comment on the validity of that claim.

That's not entirely true (sorry to drift from the original point of the thread).

There were times the NOTAM went out restricting VFR in YWG Terminal Airspace however, as was discussed with the local users like PAG, KEE, Harv's etc (and the others that bothered to turn up), we were taking trainers on an APREC basis through the YWG ACC Shift Manager. A similar thing was done the year before by Winnipeg Tower when they were hyper short staffed.
