? about IFR validity w.r.t. having to (re)do written

My ATP lic. says Group 1 I.R. valid to 2003/09/01---

Do I need to redo the IFR written exam at this point or am I good until the end of August this year to renew the IFR rating by just doing a flight test?

I would really, really appreciate a Yes (you have to write) or No (you do not need to write) answer rather than having someone quote to me the regulations. For the life of me I don't understand the regs sometimes (except all the IFR stuff of course)

I plan to get back into the game in some capacity soon. Thanks in advance.

CAR 421.49

(4) An applicant for the renewal of an instrument rating that expired more than 24 months before the date of application, shall:
(amended 1999/03/01; previous version)

(a) successfully complete the flight test referred to in paragraph 421.46(2)(c); and
(amended 1999/03/01; previous version)

(b) obtain a minimum of 70% in the written examination (INRAT) described in CAR 421.46(2)(a) - Knowledge Requirement.

That's easy enough for even me to understand. Really I think it's just that I don't have the patience for these things.
