How lucky are you to have a plasma cutter! Well, then go for it! Draw it out cut it out and present it to your AME.
Mind you I am not sure what all your planning to do but if your cracking open Pitot and static lines ect to reroute all you instruments, switches and radios then you better make sure you let the AME either do the switch over or get his okie dokie to do the work yourself with hime checking up on it every so often. If your just leaving everything where it is and making it perdyer then just get his advice about if you can do it and The AME check it when your done or whatever your AME feels comfortable with.

I have yet to see an instrument panel cut using a plasma cutter that gave any resemblance of quality. The best luck we have had in making instrument panels with precision are done by water jet.
How can you tell which one is the pilot when you walk into a bar?....Don't worry he will come up and tell you.

Well, I stand corrected. Some excellent points raised.
And I agree with SeptRepair, from experience find a waterjet cutter.
