Regarding a MF area:
Is it normal practice to broadcast to "traffic" even when a ground station exists and is in operation?
General MF Reporting Requirements
602.98 (1) Every report made pursuant to this Division shall be made on the mandatory frequency that has been specified for use in the applicable MF area.
(2) Every report referred to in subsection (1) shall be
(a) directed to the ground station associated with the MF area, if a ground station exists and is in operation; or
(b) broadcast, if a ground station does not exist or is not in operation.

No, that is NOT normal. Every MF I have ever flown in, the
FSS would have become extremely pissy if you ignored them,
and just broadcasted to traffic. By doing so, you are insinuating
that they aren't doing their job, and they get pretty upset
about that.
Re-reading the above, I think I'm sending the wrong message ...
99% of FSS guys/gals are FANTASTIC. They are aviation
enthusiasts, and will do anything they can to help pilots
out. They do a GREAT job.

De Jure, no not whilst manoevering in an airport with comms facilities
De Facto, we pretty much pass our queries and comments through the ground folks, unless it's a snotty facetious aside, which wouldn't be passed anyway..
