Pro IFR or Perimeter
Weather considerations, where would I get the Multi IFR in the leasrt possible time? Opinions or thoughts appreciated.

It all depends on where you are located and what kind of training you are looking for, both have benefits and draw backs. If you are solely looking for the shortest time to complete the training then I would have to say Perimeter would be the way to go, but you will have a limited amount of experience gained in this environment (IFR procedures only) while training at Pro will be able to fill the gap where Perimeter can not, although training time will be longer (possibly)
This is only my opinion, I have done my training in BC and I work in Winnipeg so you can take it for what it is worth.

It's all what you put into it.
They both have good standardized syllabuses. Both are recoginized schools that have a positive histories. Van is expensive to live, Winnipeg not so much.
Whichever one you choose, get the syllabus early and study how your training will progress and what to expect. Don't go unless you have your INRAT done and have done some reading on twins.
Call and ask how the scheduling will go. One of them might be in an ackward staffing position.
Like all things in aviation, preparation is key. Make sure you have the required hours in the book and the INRAT done. Know the IFR stuff in RAC well.

Pro does a 3 day INRAT seminar. It's effective and the manual you get with it is all you'll need to pass (with a high score) The syllabus is good. I've never gone to Perimeter but do know someone who trained there and said it was a good school.Whichever one you choose, get the syllabus early and study how your training will progress and what to expect. The only down side with PRO this time of year is the fact that none of the aircraft are certified for know icing conditions. Juan Air in Victoria is another option you should consider, the aircraft they use is certified for known icing, but again weather in BC can still be a factor, it can often go below IFR minimums for the types of approaches in the areas used for training.

probably the only issue you will have in YWG is if the temperature is too cold or they have a shortage of instructors
i bet you could find a couch to live on from one of the rampies, instructors or line pilots
YWG is one of the least expensive cities to live in and your chances of finding a flying job in the province are higher than most
