National HR Plan

Has anyone heard of or seen the so-called HR Plan for all the vacancies left by the 35K departure crowd ? We have already started hearing runors that the 58 vacancies created will NOT be staffed. Any info out there ?

Since the company says we are overstaffed by 70+, I would think the positions will not be filled.

Depends where the openings are. If 3 people retire from Penticton, they have to run seniority bids to replace them.

Yes, as I said on another thread:

From what we get from the union, once the buyouts, ATC training and paid moves have been settled, there will be a national seniority bid. I would assume the survey where you indicated preferences for placement, along with the previously mentioned ATC training buyouts, etc, indicated that a lot of people would like to move.

I know people are still deciding whether to accept or not. Once they do and then know where the openings are, I would guess that's when the seniority bidding process will start.

No bids have actually been run here in over 2 years, but we still watched as almost 25 to 30 NCTI grads were placed in so-called seniority bid sites.
Last bid run out here was to CYWH and that person was placed from a list that was well over a year old (against the contract).
An ATC washout was sent to CYKA AAS without any bid.
Another ATC washout was just sent to CYQF AAS, again without any bid.
Several low time FSS have been placed on Vancouver Island seniority bid sites without any seniority bids being run.
So sorry to burst your bubble, but seniority bidding is essentially gone. We have already heard that NO bids will be run as a result of upcoming vacancies....
Where have you heard about so-called "National Seniority Bids" ? From whom ? And where are they ? After almost 3 years of no bids, surely they would be posted by now, don't you think ?

Sorry to burst your bubble, but the staffing of CYWH was not against the collective agreement.

I know the guy sent ot CYKA and he is a temp. I don't know about CYQF thing, but no one has been "given" any positions on the island. I know some of the members who work there. No offense but I believe them over you.

As someone else pointed out on the other thread there was a bid run at his site. There was also one in CYWL not long ago. I know there have been others, but frankly your information seems to be mostly wrong so far so I am not going to bother looking into any more sites...

Can't speak of YQF, but I'm with Mohun on that one. ATC washout to YKA FSS?? YKA has one temp there, they were off the basic FSS course with no ATC experience.

You have constantly proven (over the years that is), that you try to incite unrest among our members by passing incomplete or false information.

Lose the chip Andrew. See what happens when you refuse to take annual leave???

Are you stirring this up because there is an ATSAC election coming up? Would fit your M.O.

ATSAC has an 'extra' 100 members according to NC, overall in the system those leaving for a buyout or cross-training will not be replaced. Obviously some sites will need to space out departures if 2 or 3 FSS want to leave it will be hard to accomodate them all at the same time.

Hello Mohun.
The ATC washout was sent to CYKA AAS (not from basic course). Out of courtesy, I will not name names on this site. The other is currently training at CYQF AAS. Not innuendo, not imagination and not rumors. We talked to both these individuals before they left the ACC. As for the whole "temp" smokescreen, please ! Some so-called "temps" have been in Seniority Bid sites for well over 3 years. How long before a temp is really permanent ?
The recent checkout at CYWH was given her offer 14 months after the bid was run. Contract states that a position unfilled after 12 months shall be staffed by a new seniority bid.

Have to agree with you on that. We are losing two to EOCO and two to 35 K buyouts and our manager has said there will be NO staffing action.

I know the guy in YKA AAS. He says he is a temp there.

Aside from that, I heard that the company and union will be meeting soon to finalize the HR staffing plan. Where do you plan to bid? :D

Ok, Andrew. To set you straight again. The ATC washout you talk about is a Specialist who did the EOCO. They were sent back to their return right site. Continued to work as an FSS at THAT site until the THAT site was being converted. They were then sent to Kamloops as an affected FSS.

How long would you consider them an ATC washout? They went back to their substantive position, then were sent out when all the FSS at that site were losing their positions. Has no relevance to your whining. Be fair to that person.

More manipulated facts into half truths and innuendo. Good thing your name is as recognizable in the FSS world as Crichton's is.

You couldn't bid on YWH because of the 3 year bar. The union and company can agree on ANY terms outside of the contract as long as it is mutual.

If you didn't try to mislead people I would be more polite. Sorry to hurt your feeling (singular on purpose).

Hello Mohun.
If you know the "temp" in CYKA, then where is he being sent to ?
I had a 40 minute chat with Derek last week, and after hearing his side of things, I'm not too optimistic about bid opportunities.
Will wait and see what transpires. We keep after our manager (a really nice guy, BTW) but he isn't in the loop.
We here in Edmonton would be very grateful for any info you get on the development of the HR plan or any timelines.

I'm sure that if you looked at the National staffing paper you will see 1 at YKA going for cross training. Wouldn't be a stretch to figure it it's probably the temp.

Keep asking your manager HR questions if you want to stay in the dark. Why don't you call Jim Nauss????

Hi Andrew. The "temp" is not going anywhere at this time. He said he knows he will be moved along at some point. He went to Kamloops because he had to go somewhere and there were training problems in Kamloops. He know he won't be staying.

Also, I got an email from the union tonight that they are meeting with the company soon to discuss the HR plan and seniority bidding. Stand by. Do you not get emails from the union? :)

Hello Mohun.
No, I don't get E-Mails (I don't have Navcanada E-Mail or a log-in). Our shop steward usually gives us the updates, but he is away for a long time with a major medical problem. So they are meeting with the company, eh ? GREAT ! As I said earlier, I had a chat with Derek a few weeks ago, and he did say he would be involved with drafting an HR plan, but he figured it could be a long way off. Great to hear things are starting to move ! I appreciate any updates you can pass along, dude. There are quite a few here in the Edmonton FIC who are chomping at the bit for some bids, east AND west.

Regional ATSAC update on HR plan as of this morning:

"We will be meeting with the company soon to review the data from the HR/LOS departures. Once we know where openings are going to be occurring, we will be finalizing a staffing plan to accommodate these openings. Rest assured, staffing these positions via seniority bidding is a priority for us. This includes spots currently being occupied by temps at seniority bid sites."

Contact a union officer to get your answers instead of spreading innuendo around. Doesn't do anyone any favours.

If you want to panic and stress yourself out that's fine, but don't try to spread inaccurate info without checking your facts.

Now wasn't this much easier?????

Here in CYEG FIC all the 35K and cross-training responders have received their phone calls and letters and faxed in their responses.
Do you know if any of the other responders (relocate, pilot training, etc) received any follow-up yet ? We have a couple of ATR-rated pilots here who expressed interest in NavCanada pilot training, and have heard nothing to date. Anyone you know been contacted yet ?

Hey W0X0F, I think you are covered under "et al"

Andrew, I do know there were a couple of similar situations at my site. The members contacted the union and it was straightened out the next day. You might want to encourage them to do the same (even though I get the feeling you do not like the union). Also, if you want to get on the email distribution list, send a request to caw2245pac@telus.net. I don't think he has a choice but to add you. :smt008 At least you can stay informed when your shop steward is away. :D
