I need help decoding a METAR
The METAR is:
SPECI CYUY 011248 26006KY 2SM BR OVC002 RMK SF8 BLN DSPRD 300 AGL=
I know everything except the bold part, any help would be appreciated

Having a standard that pilots lose their licence after making a mistake despite doing no harm to aircraft or passengers means soon you needn't worry about a pilot surplus or pilots offering to fly for free. Where do you get your experience from?

Not exactly...
Abbreviations are supposed to be chosen from here:

So what he actually coded was:
...balloon DISPERSED (at) 300 feet above ground level...
...The intent was probably as you suggest, but it should have been coded DSAPRD.

You are correct that DSPRD is the MANAB abbreviation for dispersed but since balloons don't 'disperse', the guy in CYUY just missed the 'A' for DSAPRD. Since neilharris360 wants to know what the metar meant it would be better just to go with the observers intent.

Balloon only got to 300' before getting shot down by local farmer who hates planes...proceed at your own risk. Maybe this should be a NOTAM.

Actually the KT is automatically added to the report by the computer. The observer does not type that in, so for all we know, Neil accidentally mistyped both the "KY" and the "DSPRD" when posting his message. But good eye there.

My only question is what the hell are people doing crusing around in a hot air balloon when it's 300 overcast?? Do they have IFR ratings for balloon drivers???? hahaha Kiiiiiiding!!!

Unfrequent or special remarks could be spelled out long.. this would not overburden the codings, and it would increase comprehension, and reduce repetitive questioning to NAVCAN and other staff. Better understanding = increased safety.

I actually get burned on skill checks when I fail to use the correct abbreviation. Go figure...

You can just tick the "plain language" box (assuming you're using navcanada's website) and it will decode it all for you. That's what I always do - makes it much simpler
