There used to be a TC waiver in place that allowed for IFR flights below the required separation minima with restricted airspace in this instance. As long as ATC did not vector you below 4400', the RWY 16 approach and RWY 34 SID, were considered "clean" with CYR 265. However, a subsequent airspace review has determined that, for whatever reason, IFR separation cannot be assured with CYR 265 between aircraft on the RWY 34 SID, the RWY 34 missed approach, or any IFR departure off RWY 34. As for the higher approach minimums on RWY 34, this allows the missed approach to be started at a higher altitude allowing aircraft to get above CYR 265. Read into it however you want.
Maybe NavCan, as a private company, is now open to Coersion? ( Like the Third World. )

Correct me if i am wrong but wasnt it the first certified airfield in Canada? If it was designated a historical site, like a building, would it not have to be preserved? Has anyone tried this route yet?
You are correct about City Center being the oldest certified airport in Canada. Cooking Lake [ EZ3 ] is even older but was certified later. Aparently Cooking Lake is the oldest airport still in continuous operation in Canada. Once they find that out no doubt they will try to close it as well.

Already in the works... ERAA doesn't want to invest in the utilities so they are trying to pawn the airport off to its tenants, running it as an "Airport Society". At least it's not a total closure....
