What a tragedy. However once again communities not taking responsability for there own created problems! Really simple solution:

1. Current Population control - kill all the no pet dogs
2. Future Population control - get a few people trained up to do spading/neutring and enforce it. I am sure it is not that hard to learn that specific bit of vetrinaring cost in civilization is about $100 a shot.

Really seems simple to me...

The death of a nine-year-old boy torn apart by dogs on a north Saskatchewan native reserve Saturday has highlighted a growing danger - wild dog packs that roam many northern communities.

The child - Keith Iron-Cheekosis - was found dead in the snow near the home of a cousin he was going to visit at Canoe Lake First Nation, a 1,700-member reserve.

"It was shocking to me to see him lying there in the snow," said Cynthia Ballantyne, Keith's aunt. "I couldn't sleep. I just can't close my eyes. They must have jumped him.

"Something has to be done about these animals because kids go out every day, and they are afraid," Ms. Ballantyne said. "It's not safe for them to go out. It is the same all across the north. Reserves need help with these animals. The dogs are overpopulated and not fed anything at all."

By late yesterday, band members had hunted down and killed four dogs with Keith's blood on their fur.

"All of a sudden yesterday, they started killing the dogs - but they were told last week after another kid was attacked," Ms. Ballantyne said. "They just jumped to it after my nephew was dead. It's not right. They should have done it before. Other kids have been bitten, too. They will even attack grown-up persons. Now, it's too late for my nephew."

Ms. Ballantyne said that more than 200 half-starved dogs roam the reserve in packs searching for food.

"Nobody is tying them up or feeding their own animals," she said. "They don't bother taking care of them. They let them go loose and wild."

Keith, a boisterous, popular child, was well known in the community. He was extremely close to his elder brother, Sonny, who has a significant learning disability and relied on Keith to help him communicate and understand the world around him.

"Keith is like a guide to him," said a local resident, who asked to remain anonymous. "Sonny is going to be very lost. It will take a long time for his to understand that his brother is gone."

Geraldine Red-Iron, a vice-principal at Canoe Lake's high school, said that the dog issue is very divisive. She said that whenever authorities try to kill the wild dogs, people claiming to be their owners rise up in anger.

"They get very, very defensive about the dogs," Ms. Red-Iron said. "This is not just a reserve issue. It is a northern issue. The bylaws regarding pets are not enforced. Whenever we see a pack of dogs near our school, we have to call the band office to come and remove them."

She said that bands have tried unsuccessfully to persuade provincial health authorities to send vets up north to neuter dogs.

Mr. Ballantyne said that her cousin was hired by the Canoe Lake band council several weeks ago to kill some of the dogs. Within days, she said, he was arrested for garroting one them, and is now serving a ten-month jail sentence for animal cruelty.

Keith was the third child mauled by dogs in northern Saskatchewan in the past two years. In 2007, a five-year-old boy on the Cumberland House First Nation reserve died after in an unprovoked attack by five dogs.

Last fall, a six-year-old child at Île à la Crosse, Sask., was badly bitten but survived after surgeons at a Saskatoon hospital used 60 stitches to close the wounds.

Lance Loonskin, a five-year-old boy in northern Alberta, died in 2006 after being mauled by a pack of dogs running loose on the North Tallcree reserve.

In Manitoba, two children also suffered the same fate in 2006. A two-year-old boy on the Hollow Water reserve and a three-year-old boy on the Sayisi Dene reserve were fatally attacked by dog packs.

okay, here is attempt #2 to reply to an interesting topic !

The internet in the Philippines is not as good as i would like lol

Concerning what is happening at the reserves,,, nothing changes, 20 years from now, it shall be the same old same old ! It is a sad thing that the aboriginals WONT pull up their pants AND the white man keeps pushing the problem under the rug, and feeding the problem, instead of being a part of the solution. It is an uncomfortable election issue and the "fix" involves foundational issues that no one in government is prepared to deal with and most dont understand !! ( ive been there, (( reserve bush pilot)) done that and know the story)

An example , I went on a photo-shoot for the upcoming wedding to my filipina fiancee, here in Cebu Philippines. On one of the venues, we walked along a local market and there on the ground in front of trinket and food concessions, was a little emancipated dog laying there. i swear i could count every bone in the little ones body !! there were food concessions there in front of the pooch and i spotted some breakfast foods that were in small plates ( it is now 4 pm) I bought 2 sausages and tried to feed a portion of 1 sausage to the dog, he tried , but wasnt able to eat the little piece , i left the other pieces for him and touched his head gently and went on. I paid the 20 pesos parking fare AND the 10 pesos fare to another food concession owner for using the tiny , putrifying urine soaked CR ( washroom) to change into attire for the photo shoot and then left ! As someone like CAT would know ,, nothing changes in all the world , as it is in 3rd world countries, it is here on the reserves!!!! I am reallllly looking forward to coming back to CANADA and i know i shall be more appreciative of what i have in Canada and wish that we KEEP what presently remains !!

Pretty simple, place warning posters at the northmart/coop/ community center put a set of ribs laced with strychnine/warfarin just out of town, pack will go there many will die including "dogs with owners" when they complain to council, point to posters, and tell em to pound sand.

Problem is, people will still have pets with balls and uteruses which lead to more dogs...

In Dawson City, as late as the 90's I believe, roaming dogs were shot in the Fall of each year. Then they got a dog catcher.

Many large ski resorts also suffer from this problem, people buy huskies and other dogs to fit the life style, they let them out to roam, packs form and visitors dogs are killed regularly. This was a huge problem when I was still involved in the ski industry full-time.

Sad story.

The answer is very simple. Canada should practice what it preached! Abolish Canadian apartheid.

For years Canada opposed the governments of South Africa and Rhodesia while operating its own apartheid system. Everyone in Canada should be treated as "Canadian" regardless of race, language, sex, religion or how long his ancestors have been in Canada. All should have the same rights and responsibilities, pay the same taxes, have the same rights to hunt over or buy crown land and be equally subject to the same laws. Those laws should be equally enforced against all offenders, not ignored on racist grounds as happened in Caledon, Ontario, at the USA/Canada border near Cornwall, Ontario, at road and rail blockades by terrorists in BC, and other places. Canadian racist treaties should be abolished just as Canada expected other countries to abolish their treaties signed between the whites and non-whites. Government programmes to help Canadians should be provided equally to all Canadians on an individual basis, not according to membership of a racist or other group. There should be one category of Canadian citizenship applicable to all Canadians. Any who do not like this are free to emmigrate and attempt to practice their racism and other discriminations elsewhere.

Please contact your MP and MLA and join me in saying "No" to racism in Canada.

They could always eat the damn dogs! I had some, and it ain't that bad!!! Of course I did not know at the time, but was told later... :shock:

This is not as simple as it seems.

First, you'd be dealing with a severe case of Stockholm Syndrome. The Natives with power would see the abolishing of treaties as threatening to their power. The Natives without power would see this as threatening their life of simply subsisting on handouts.

Then the PC folk would decry yet another act of the white establishment taking advantage of the Natives, and the say 5% of the Natives that actually use the subsidized housing, tax-free living, and free education to better themselves and others around them will lose perhaps the only opportunities to make something of themselves.

It is the same story with the dogs. Natives won't let go of or destroy anything that they have been given, regardless of how dangerous or worthless these things are. The reserve I work on has some pretty impressive collections.

Don't some reserves have whats called "Dog Daze" where they go out and shoot all the feral dogs every so often? Of course spaying and neutering would make more sense but that aint gonna happen!

Actually that doesn't make more sense in a lot of cases as these communities don't have the facilities nor the people to do it.

A cull every so often in these communities unfortunately is really the only way. If it isn't tied up it needs to be shot. As a dog person it saddens me to say it but human safety trumps the dog's right to live.

Anybody flying into/around these places please stop by the bulk barn and buy a sh@tload of dark chocolate to liberally throw around, won't hurt the kids. but may help with the Dog problem.

Funny thing is, the same people that will kill any living creature within a 20 km radius of their community, hesitate to kill a threat to their own people?
Best dog gun? 30/30 lever action.
