There's a new technology called runway grooving..........it's pretty groovy. It's been used in other countries for decades, I've been impressed by it's use on highway overpasses everywhere, even in the "Have not Provinces". But I guess it's a little over the top for YOW. It might consume part of the budget earmarked for "Terminal Beautification" or "Parking Lot Improvements" Just what do we get for these airport improvement fees?

Typically when 25 is in use, the weather is good, 07 has the ILS for the crappy weather that usually comes from the east. Yes it's the shortest, but at 8000', even wet it should be long enough, even for an Embraer.
YOW, although the Nation's Capital, does not have the traffic volume to justify the massive expense of runway extension or the installation of another ILS.
Name one International Air Carrier (Flag) that lands there...

An ILS is not an overly expensive piece of equipment. It is just another cost of running an international calibre airport. Boise Idaho, and Spokane Washington both have Cat 11 and Cat111approaches. Infact most airports that are worth their salt in the US have ILS approaches to all of their runways.

Well, over this past winter Delta Airlines had a contract to move Canadian troops (figure that one out!) and they brought in 747s to do the flights. I also saw the Emperor of Japan and his convoy of 747s at YOW. Heads of state are always landing at the nations capital. If it is a Federal finance question I don't buy it. $1 billion is being spent on G20 security in this stink-hole. Rwy 07-25 needs an improvement AND there should be an ILS to Rwy 25.

Regardless of what Boise and the rest have, the fact of the matter is that financially, this country along with air traffic in and out of YOW cannot finance this type of venture. The elevation change alone on the western end of 07/25 would be an astronomical cost to the city/feds etc.
Boise, for example, also is home to various units of the National Guard and I would imagine that the military has some say in what facilities are located there. BTW, to say that YOW also has a military presence would be a bit of a stretch...a few Challengers and a bunch of guys in a converted ATCO trailer barely constitutes military presence...

Fast approach, long landing and wet runway conditions were factors in June 2010 runway overrun of United Express Embraer 145 in Ottawa, Ontario
Gatineau, Quebec, 13 June 2013 – The Transportation Safety Board (TSB) today released its investigation report (A10H0004) into the June 2010 runway overrun of a United Express Embraer 145 operated by Trans States Airlines LLC at the Ottawa/MacDonald-Cartier International Airport. The investigation identified an approach that was too fast, a landing that was too long and wet runway conditions as major factors in the accident.
The Embraer 145 was operating as United Express flight 8050 from Washington Dulles International Airport with 33 passengers, 2 pilots and 1 cabin crew member aboard. The flight crew planned to land on Runway 07 at the Ottawa airport, which was wet at the time. The crew calculated an inaccurate approach speed and used a lesser flap setting than recommended by the operator for landing on wet, non-grooved runways. The aircraft flew over the beginning of the runway at a higher-than-recommended speed and landed almost 800 feet beyond the desired touchdown zone. The smooth touchdown on the wet runway led to hydroplaning and thus poor braking action, causing the aircraft to come to a stop 550 feet beyond the end of the runway. The aircraft was significantly damaged by the uneven terrain past the runway end. The 2 pilots and 1 passenger suffered minor injuries.
Among other things, TSB investigators found that rainwater had not drained properly from the runway, resulting in slippery conditions. The investigation also determined that the airline did not emphasize the lack of grooved runways in Canada to its flight crews. The company's Standard Operating Procedures suggested that non-grooved runways are uncommon; however, the fact is that in Canada, there are very few grooved runways. The report noted further that the aircraft was not equipped with engine thrust reversers, which would have helped slow the aircraft in the wet and slippery conditions when braking action was poor.
Since the occurrence, the operator has made changes to clarify flap settings to be used when landing on wet or contaminated runways. The Ottawa International Airport Authority resurfaced Runway 07/25 and corrected its shape to improve drainage. At the same time, it built 300-metre runway end safety areas as per the TSB's Watchlist recommendation and ICAO's recommended practice. It is the first airport in Canada to do so. In addition, Transport Canada has since published information and guidance regarding runway surface grooving.

That report sounds almost excatrly what WJ did a few years earlier on 07??. Fast, long landing, tailwind and one reverser MEL'd.
BTW if Putin's IL-96 (knock off A340) can get in/out of there what's the problem??
FYI the LC/BC 25 is dead as are all replaced ILS's (new equip doesn't do "the back door") and Air Force one can probably can do the LPV.

Although the runway was reported as slippery, and a pirep reported it to be worse than as reported by the tower, the approach was highly unstabilized. According to to the TSB report, at 100 agl prior to touchdown, they were Vref + 50 knots, doing 1094 ft/min down and 3/4 of a dot above the glideslope. Not exactly desirable for a maximum performance landing.I hear ya! June can be really bad for icing on the runway. Good comparison.
Not trying to be a dick, but there are a lot of contributing factors that we all can learn from. This particular runway seems to be problematic.
