Where in Canada could I get a Twinstar rating and what would be the average cost?

Unless you pay an operator for one, I'm not sure there's a place to get it.
I fly one, it's not a bad ship. You can check the list of operators for who operates them across the country. Pheonix Heli Flight in Ft. Mac does, Blackcomb Heli does, Talon Helicopters does, CHL does, not sure who else.

Twinstars are around $2500hr-3000hr.
Cost depend you and your experience. But around 5hrs-10hrs. it really depends on you, and the person signing your licence, and how comfortable they are with your abilities in the twinstar.
