Ahhhh the Africa I know and love, and some think Nav Canada is bad.

Airspace Management Agency Enforces 'Pay Before Service'

Lagos — The Nigerian Airspace Management Agency (NAMA) has warned airlines that fail to comply with the 'pay as you go' policy for enroute terminal charges that the control tower would not give their aircraft the clearance to take off or land.

The new payment regime unfolded at the weekend was the outcome of the meeting between the Airline Operators of Nigeria (AON) and NAMA, which resolved that the new payment mode was the only way the airspace agency could keep its operations afloat amid a huge debt overhang running into billions of naira and millions of dollars for domestic and regional flights respectively.

The Managing Director of NAMA, Ibrahim Auyo, explained in a letter sent to AON that the decision to implement the new payment mode which takes effect from August 30, 2010, was reached at a meeting attended by all interested parties.

"Our decision to adopt the pay-as-you-go method was to ensure that new debts are not accumulated by the airlines and that they pay for the services rendered to them as they operate.

"The procedure for the pay-as-you-go mode of payment by domestic operators was also issued as a guide. Please be informed that the pay as you go method could commence on Monday August 30, 2010. We therefore, solicit your support and understanding.

"Operators presented their schedule to the director of operations, NAMA, for approval. For ease of operations it is advised that flight schedule which should be for at least two weeks should be forwarded to the commercial department for assessment and billing.

"The bills would be issued to the operators for payment at NAMA's Oceanic Bank Plc account. Upon payment at the designated bank by the operator, a bank teller would presented to the cash office of NAMA for issuance of receipt and subsequent endorsement by the commercial officer. The endorsed form and the evidence of payment are forwarded to air traffic control for issuance of clearance number," he stated.

I can just imagine pilots giving their company credit card number as part of their IFR clearance request :lol:

Trust me the last thing you would ever want to do is try and use a credit card in that part of the world, as a matter of fact you would be lucky to find somebody that even knew how to accept a credit card payment on that side of the continent. Its pretty much a cash or bank transfer type of place, you have to see it to believe it.

I'm currently sitting in Southern Sudan and my credit cards have been locked in my footlocker for a month now. You cannot use a credit card or a debit card anywhere in this country. Nowhere! Not even with international companies. The ATM is as far as they've come and they only exist in Khartoum.

No postal service or street numbers either. If the pizza guy doesn't know where you live, you have to tell him who your neighbours are! He'll find you then.
