Hawker Siddley. I hate to point out some of the holes in your plan for fixing our electoral system, but here goes.
I'd like to see fixed election dates, with the PM limited to a maximum of two terms of office.
You have seen the way a departing PM tends to pack every friend he has into a cushy burucratic gig before he leaves. Do you figure it is gonna be better for him to have 4 or 5 years to do it? I tend to think the only thing that keeps a politition in line is the next election.
Senators would have to be chosen from a group that had been either approved by the provincial legislature of the province they were to represent, or had been elected by the people as was done with Stan Waters in Alberta during the Mulroney years.
Sure I would like an elected Senate, every one would like an elected Senate. It is a little silly that we still have an unelected body in our legislature, but it doesn't really do any harm, I can't recall the last time the Senate struck down a bill that came out of the House of Commons. ( Feel free to correct me on this. I do remember the Liberals delayed the GST legislation for a few days in 89 or 90 ) My problem is if you put someone who was elected into the Senate ( Like Stan Waters ) this person would have the moral authority to start doing stuff. OK so far no problem. Now do you have any idea how the senate seats are divided. Here goes Ont, Que 24 each. NS, NB 10 each. BC,Alberta,Sask,Manitoba,Nfld 6 each. PEI has 4. The territories each have 1. Now given the layout of this body do you want it to have the authority to block legislation. 30 seats in Atlantic Canada, 24 in the west doesn't seem fair to me. Of course we could always adjust this number, if we want to open up the constitution again. We've allways had such good luck with that in the past.

Yeah zomb, I see yer point. As I said I'm an eternal optimist so one can but hope.
Here's what I see happening within the next 3 - 4 years, and I hope I'm wrong. The federal Liberals have done to Quebecers what Trudeau did to the west with his Salmon Arm salute and the NEP. The Quebec Liberal party, ostensibly federalist, is dead in the water right now. If they get rid of Bernard Landry, the Parti Quebecois will win a landslide in the next provincial election, due in a couple years, and when they win they'll call a snap referendum on separation. They'll win in a walk.

Yeah I could see that too. I think the Quebec Liberals have still got over 2 years left in their mandate, might be enough time for this to blow over a little. I still hold out hope that Quebecers might elect the PQ and still vote No in a referendum. After all they have done it twice before.
Could be different this time if the Tories win the next federal election with no support in Quebec. I'm not sure that Harper is going to be able to stop the lunatic fringe of the Conservetive party from running off at the mouth about how much they hate biligualism every time a reporter sticks a microphone in their face.
