Can a non Canadian get a job in Canada?

Firstly, hi to all.

I'm a 20 year old Omani National with a CPL / IR Rating and a Frozen ATPL.

The only airline that would hire me as a second officer would be Oman Air, because i'm a local, and they're not looking to hire, and have not been looking to hire for a while.

I see a lot of job vacancies in Canada, and I was wondering if a non experienced and a non Canadian could somehow get a job as a Flight Instructor, or something of that sort in Canada?

I am not sure as to where to go from here.

Any advice is much appreciated, thank you.

A) use the search function to look for related topics of experience foreign pilots trying to come to Canada and see that it is very difficult for them

B) use the search function to look at the topics of what an inexperienced Canadian pilot has to do to try get a job here.

The answer is NO. You need to be a Canadian citizen, or have a work permit to work in Canada. Basically the same as every other country on the planet. Despite what you may hear, you will never be sponsored in Canada for a work permit as a pilot.

Foreign Applicants
A foreign pilot wishing to fly Canadian registered aircraft for remuneration or reward in Canada must be in possession of a valid Canadian Commercial Pilot Licence or Airline Transport Pilot Licence.
A foreign pilot must meet the medical fitness, knowledge, experience and skill requirements as stated in the Canadian Aviation Regulations (CARs).

Transport Canada will grant credits to foreign pilot licence holders providing the foreign licence is medically valid, and originates from a country that is a member of the International Civil Aviation Organization (ICAO). Provided that the foreign applicant meets the applicable experience requirements, the holder of a Commercial or higher type pilot licence in the aeroplane category, issued by a Contracting State of ICAO, shall be deemed to have met the ground school instruction requirement.

A foreign pilot licence holder should be able to provide Transport Canada with a log book for review and an assessment of the applicants flight experience

If you plan on visiting Canada - the most lenient immigration offices are in British Columbia.

I am not sure it is ICAO vocabulary. I would even say it doesn't officially exist.
It is called very simply: ATPL theory. Why twisting vocabulary?

Sorry to say, no, it is pretty difficult for foreigners to get jobs in Canada and the aviation scene in Canada is difficult even for locals. Really, your best bet is at Oman Air and I appreciate that is depressing because Oman is a one-airline country.

My best suggestion would be for you to try to get into Oman Air in any capacity possible (any type of job) because at least then you are on the property and it might make it easier for you to transition to a pilot seat when they start hiring local low-time pilots again. The outlook looks good for Oman Air; lots of growth and new types being introduced so hopefully it will just be a matter of time.

@SunWuKong: The Brits call it that, so do many other regulators and some airlines actually state a requirement for a "Frozen ATP." We have our own set of deviations from ICAO in Canada too.

Incorrect - I was a pilot on a work permit not so long ago.
I was lucky but it's definitely possible.

It's an informal term used quite commonly through out Europe and many other parts of the world to denote having a CPL, IR and MCC. In the JAA world, you do not need 750 hours to write your ATPL exams and I believe they are valid for 7 years following your Instrument Rating. If your IR is renewed then the exams are extended for another 7 years. To unfreeze it you need 1500 hours with specific time requirements like ours except you also need 500 hours of multi-crew time on a transport or commuter category aircraft. This last part is something Transport should adopt here in Canada to prevent instructors and weekend warriors from holding an ATPL without any real world experience.
