As ex AC and current WJ....
There is no question the AC Act is an unfair rule against AC and creates an unlevel playing field on what is ostensibly a private industry now. They should be able to hire staff of whatever language abilities they feel is beneficial, and place their HQ and maintenance facilities wherever they choose. The only reason it is still there is political in order to keep the Quebec-Fed Govt peace.
There is also no question that AC has been the benefactor for much, if not all, of their history of being the Feds favored airline child. The story on here about how they were 'privatized' is fairly accurate, and obviously benefitted AC greatly. I have no doubt that they also felt pressures on there service levels that no other airline has had to feel from the feds. And though there were some conditions attached to the AC/Canadian merger, they expired several years ago, and now AC is free to exit any community they wish.
But when dealing with the here and now issue of provincial subsidies, they are being absolute hypocrites in making an issue of WestJets PEI deal. They have received them in the past, and do currently from other jurisdictions. Any issue with these guarantees or subsidies should come from the constituents towards their local govt if they feel it is an irresponsible use of taxpayer dollars.

Au contraire. You said that WestJets hangers were funded by government. I asked what government, and you have danced around giving an answer. I suppose other readers can judge your credibility based on that.
