The question remains though, was Borek deliberately avoiding the permit, or was it an honest mistake and they never knew the permit was required. Since maximum penalties are 500k and theirs was only 25k I suspect it was an honest oversight and they had to pay a minimum fine.

A pretty good outcome under the circumstances.
As I recall they didn't actually break the intent of any rules, they simply didn't do the paperwork. If I remember right there was no actual export of plane or parts: It was a replacement aircraft for one that was already legally out there, and the parts were spares for that airplane. They weren't trying to break or avoid any laws, just got caught in a regulatory paperwork snafu that didn't particularly make sense when applied to an airplane swap.
