Ok I did my homework. 2 hours trying to find this. 3:00 am, ran outta time. :rolleyes: I need help here.

I know that the minimum crew required for any flight/aircraft is specified in the AOC. But I need to find the rule describing this when flying more than 9 passengers. If I'm not wrong the FAR's equivalent is the Part 121.385

704.106 No air operator shall operate an aircraft with fewer than two pilots, where the aircraft

(a) is an aeroplane carrying 10 or more passengers; or

(b) is carrying passengers and is being operated in IFR flight.

Is that what you are talking about?

Some aeroplanes that were certified to do certain things, before those things were prohibited in the CARS, are allowed to keep doing those things. Some Otters were built with 14 seats before the 9 passenger rule, and apparently this is why they are allowed to continue doing it. There is the rule about minimum crew and also the one about single-engine with more than nine people. The operator that flies with 14 passenger is required to have their crew hold a PPC rather than just a PCC, for some reason.

I find it odd, too, but occasionally you'll see a type that is "grandfathered", like these otters, or some large planes allowed to operate without meeting the normal field length requirements.

Sorta like twin otters. You can exceed normal flight times with those. Easier to fly? Probably another grandfather rule.

I don't find the twin otter noticeably easier or harder to fly than anything else. I think that particular "grandfather" thing has to do with the nature of the work they do in general being so on again/off again. The rules allowing increased duty times allow Canadian pilots working overseas to pile on the hours while away, and then take their rest in large chunks as well. Likewise the seasonal nature of bush flying means that you will get large periods off to compensate for the longer periods "on". THey still aren't allowed to exceed 1200 hours per year. I have heard this amendment to the CARS was made as a result of successful lobbying by KBA.

Of course, the upshot is that Twin Otter operators can abuse this rule even when their particular otters are operating in no more seasonal an operation than any other plane.
