Narrative: The pilot of an amateur built conducted a VFR flight from Norman Wells to Inuvik within the ADIZ without a flight plan.

Maintenance personnel at Tuktoyaktuk airport doing a runway surface report found an amateur built aircraft parked at the threshold of Runway 10, with no pilot in the vicinity. A NOTAM was issued at 1430z for a disabled aircraft on the runway. The pilot was later found and the aircraft moved. The pilot reported that he parked there because he did not want to taxi on gravel. NOTAM cancelled at 1545z. There had been no communication from the pilot with the CARS O/C concerning parking on the runway.
