Would you buy this for $17K USD?
Assuming it got decent avionics and engine is still in good shape.

Nope I would not BUT for someone that has the personal skill to rebuilt it and as others have said the engine is good then it might be a good buy.

You can get right side up Cessna 172s of that era in Canada for $25,000. I dare anybody to get that aircraft airworthy for less than that total figure.

17k? Not a chance in hell. I've worked on flipped planes and it's rarely an easy fix! It flipped hard enough to bend the strut, that means there could/will be damage to the spar! Beaucoup $$$ if that's the case. The prop looks bent at the tip. You will certainly have to replace the top skin on the wings and some of the ribs are most likely damaged. Not sure about the tail but probably some problems there as well. You might find replacement wings on Barnstormers for about 5k but those are a gamble as well. A shop has to put it back together or sign off on it. You could buy it, put in OM category and then go to town on it. That would be my idea. Unless the engine is newish and the panel is updated (doubtful) I'd pay 8 to 10k for that but not before I looked at it in person. You can get a flying 150 for that price or a 172 for about 20k that's in decent shape.

It happens, don't take much to bend the tip, if the prop was straight up (like lots of guys like to set it too when they park it) then it could happen. Another couple of grand to add to the repair to replace if it can't be fixed...

With the prop being bent, I would suspect some possible damage to the crankshaft as well.

Both wings need spar work.
New wing tips.
Engine may need tear down.
Rudder and fin need work.
Old radios.
One, maybe both struts to replace.
Lower firewall damage.
Cowling damaged
Back window damaged.
I suspect corrosion.
Paint when done.
This is not worth much as there is a lot of work required to put back in the air. Certainly not $16,500....more like less than $10,000 if you know what you are doing.

I've bought Cessna's that flipped before and in the end its still an aircraft with an accident history which devalues it and kills any money you would have made on it . Trust me its romantic and fun to rebuild but walk away quickly !! It will nickel and dime you to death . 7 grand maybe cause engine will need tear down no matter what he tells you on how the prop got bent !!!

That airplane has the Continental 0-300 engine which further devalues the airplane. (note the dual exhaust).
