First of all, there are TC rules that say that company check pilots and can only check company employees. If you look at the Approved Check Pilot Manual, TP 6533 and the Pilot Proficiency Check and Aircraft Type Rating, TP 14728, they both define Company Employee as
"a person that is employed on a part time basis, employed on a full time basis, or employed on contract on a seasonal basis".


TP 6533 also states in paragraph 1.2
1.2 APPROVED CHECK PILOTS (ACP)
An Approved Check Pilot is a pilot authorized to conduct a PPC/IFT, PPC/VFR, or a line check on company pilot employees on behalf of the Minister.
So even without ACPA intervention, I fail to see how any AC ACPs could possibly be involved in training non employees.

How was it done when the RJs first went to Jazz years ago ? Who trained and checked the first Jazz RJ pilots ?

About your second question, I trust they wont even think about such a crazy solution, it will cause them too much grief. Everyone is against it.
