Alternatively, it could be someone's (bad) idea of a joke. To the best of my knowledge, the "City of Halifax" does not own any helicopters... And in any case, it would be referred to as HRM if it was legit.

Yea the phone number 902-454-5888 is for an Insurance company (http://www.eisenhauerinsurance.com/ ). And the website listed in the ad is not even legit. I think Hairdo is probably right. Its just someones bad idea of a joke.
