I should think most towers do allow drop-in visits. I had a flight cancelled at O'Hare Airport in Chicago about 5 years ago and thought..."what the heck, I'll try". After getting their phone number fro FSS, I was surprised at how easy it was to get a visit. It is a very large and tall tower. Actually, they have more than one.
