Seems like they are trying to identify why there is declining membership/no interest from AME's in their association, which is a general concern for many AME associations in Canada currently.

While many possible causes are brought up, the problem of AME retention in the industry is never mentioned. Instead, attraction of new dreamers and lovers of aviation appears to be the main focus with emphasis on how to make it more affordable for them to enter this dream industry.
Do they seriously wonder then why most experienced AME's don't have any interest in their association, which was demonstrated by having to cancel the last symposium due to lack of registrants?
There is considerable mention given to potential Red Seal accreditation, and there is merit to the idea, but again is hardly a burning priority to most AME's.

Any AME Association worthy of its name should be in touch with the actual concerns of its target membership and be focused on addressing them.
I didn't see much in that regard in the newsletter, and got more of a feeling that PAMEA is more for aviation "enthusiasts" than actual working AME's.

Read it last night and came away with one thought. They are losing members, they don't know why and they don't know how to fix it. Here is a simple start, every student at BCIT, OC and NLC gets a complimentary membership. As for the Red Seal I have so many questions I don't even know where to start, but first one is, Red Seal is so Provincial Boards can set standards country wide so Auto Mechanics that get educated in BC meet the same standard as Auto Mechanics in Ontario. AME programs already have those standards set in place by the CARs and Transport Canada. Therefore the basic intention of Red Seal is not required by an AME. I will get my train of thought on track and get back later.

If they were in touch with the majority of working AME's they'd know why, apathy.
Apathy due to, and I know we disagree on this, the conditions most deal with in the Canadian aviation scene.
Guys just don't care to be involved with anything work related if they are off the clock. Im sure there are individual exceptions, but Im confident that is the main reason, and its not a big mystery to most.

They obviously don't mention this, so hence the focus on trying to go after noobs to try and recover some numbers in their membership ranks, and I think they would be receptive to your idea. I personally think they are missing the big picture.

Good points on the red seal scenario, and when it is explained that way it becomes obvious we have much that already in place. But again, I believe it is mostly being focused on in the belief that this might be a burning issue for AME's and that by using this as a new focal point it will bring up new interest/membership.

I don't believe that's where their main issue is, and neither is the quality/frequency of their symposiums, or access to online forums or training a big reason as to what is happening.

AME general professional/personal dissatisfaction with the industry is what is to blame for the apathy, and it's going to be a steep climb to try and reverse that.
