The Regulations that Transport Canada uses to allow Foreign Licensed pilots to fly revenue flight under Part VII in Canada are CASS 421.07(1)(b) and 421.07(2)(j)
421.07 Validation of Foreign Licences
(1) Issue of Foreign Licence Validation Certificate
(b) The Foreign Licence Validation Certificate shall normally be issued for a period of one year from the date of issue. A shorter period may be granted upon the applicant’s request.

(2) Purposes For Which Foreign Licence Validation Certificates May Be Issued
(j) for reasons other than those mentioned above where approval may be given if, in the opinion of the Minister, it is in the public interest and not likely to affect aviation safety.

As you can see, 421.07(2)(j) was created on March 23 1998 and did not exist before then. Also before March 23 1998, CASS 421.07(1)(b) only allowed FLVCs to be issued for 90 days.
The same CARAC committee that created 421.07(2)(j) also modified CASS 421.07(1)(b), for obvious reasons.
It seems that it is that same year that SkyService began to do reciprocity exchanges with Foreign Pilots.
Does anyone recall foreign licensed pilots doing REVENUE flying in Canada with FLVCs under Part 705 BEFORE 1998?

I believe City Express brought over some pilots from Arkia [Israel] to fly the Dash 7 as there weren't any endorsed Canadian pilots on type. This would be 1984. One is now a TC inspector.

Thank you. Please note that it is the nationality of the pilots licence I am referring to and not the pilot's nationality.
Do you confirm these people flew Canadian aircraft with foreign licences ?
