Illegal flight is usually stated in this part of the world when the aircraft is suspected of being involved in illegal activities - 99.9% of the time drugs.
Pilots had no ID, no flight plan, carrying drums of fuel, landing 4 miles from an airport, and crash site is under the jurisdiction of the Army.
There was also a Learjet 35 on Nov 30 in Venezuela - it had a fake USA registration of an expired Lear 23, military found it on a clandestine airstrip and burned it.
On Dec 9 in Venezuela the military also came across a Sabre 60, and 'immobilized it'.
