1. Does anybody know if there is similar database in the TC web bowels?
2. For the Special Ferry Flight Authorization

Takeoff weight must not exceed 130% of the maximum weight for the Normal Category.........

If the MTOW Normal Cat. is, for instance 2400 lbs for C172, the limit would be 3120 lbs. Am I understanding this right?

Yes, you understand the 130% correctly, but remember that is to support the application for a flight permit for ferry, and there will be other limitations applied - you can't just do it. If the aircraft has a gross weight increase STC, you will not get credit for that.
