PAE - Maybe a new plane pickup from Seattle going to KC for some work like interiors or something? Maybe has to come and leave from beyond US domestic airspace to not pay US/state tax on the work?

This is standard ops for transfer of ownership on new airplanes to avoid tax. You can bet WJ is doing the same thing.

Anyone know what are the tax rules regarding this and who benefits? Buyer or seller or both?

I know that if I buy a private aircraft, I will have to pay taxes prior to registering. If I build a home built aircraft, I have to prove I paid taxes on all my parts.

Is there a benefit if I'm buying a private aircraft to fly to international airspace to complete the transaction?

A friend of mine's father sells helicopters... rather, he brokers them. They regularly fly into international airspace to complete the transaction. I'm not sure how it all works, but I remember him telling me a bit about it. On a 20 million dollar heli it can add up to quite a bit as you can imagine.

A Vancouver boat broker friend of mine quite often takes new purchasers down on a little learning trip to Point Roberts to sign off and hand the boat over to the new owner. Tax savings. Same with airlines.

I can remember my previous company would take new aircraft deliveries from Boeing on handover flights offshore for the same reason.
