For the Twin Otter, there are at least 9 accidents where the number of fatalities is 22 or more (up to 28), for an aircraft whose maximum certified capacity could be 21. And that is not counting the accidents where not everyone died. There must have been people standing [crouching] in the aisles in those!

I´ve heard a pilot tell how he once had 18 passengers in a Navajo. He flew it single pilot and every one of the 9 seated passengers had a lapper. Besides being downright stupid (think about the evac if needed) I think it has to be illegal to have a lapper in the front seat with controls and also next to an emergency exit.

I've heard of 30 in a metro during fire evacs but that was due to the number of babies.
