One of the two airplanes is C-FGOI, a C-152.

From the LiveATC archive.

00:46 (min:sec) on the archive, C-GPNP, also a C-152, checks on and is cleared to join a left downwind runway 24L not below 1,600 feet.
04:54, C-FGOI cleared for takeoff runway 24L left turn eastbound not above 1,100 feet.
07:27, Tower calling PNP, "Papa November Papa make sure you maintain 1,600 feet traffic ten o'clock one mile ah Cessna eastbound 1,100 feet". No response.
07:39, Tower repeats call to PNP to maintain 1,600 feet, transmission partially blocked by other aircraft. No response.
07:55, unknown transmission ? Instructor ?
07:56, Tower, "Papa November Papa are you listening ?" No response.
08:08, Tower calls PNP again and asks "are you listening ?" No response.
08:48, Different Tower controller takes over.

I am completely and utterly disgusted at the person who filmed that video. Apparently while that person was filming NO ONE had called 911. Also why would CBC allow those images to run on air. Pathetic.

Busy airport and especially since they closed Mascouche CSK3 airport. And add Chinese students with less than functionnal english.

I can imagine that happening at an FSS, but Towers are normally a little more assertive. I would have expected something along the lines of: "GOI, turn right immediately heading 330 due to conflicting traffic" pretty quickly.
Easy to judge. We have 0 details. As a controller myself I can say the situation is never as clear cut as the tape sounds. I know the person involved and don't believe it responsible to judge at this point in time.

One journalist is saying that the two pilots involved in the accident are students from China.

I have a huge respect for ATC in St-Hubert, they are very busy.

For many years I worked out of the St.Hubert airport and it was the busiest airport in Canada, theAir traffic controller's were the best in the country, This is not the first mid-air collision to happen at CYHU, When both runways are in use which is often the case ATC has to be sharp and pilots have to be attentive,

It is only a matter of time before it happens again out here in the Fraser Valley with all the off shore flying schools operating in our airspace and clowns not understanding anything more than "cleared to land "or "cleared for take-off". And now with the instructors at these schools teaching in their own language, there is even less Engrish being spoken.

But $100.00 gets them an Engrish proficiency pass...BULL..

the puppy mill model does run a higher risk but flight training has become a cut throat industry

In two years or so, TSB will issue the report with the mode C radar tracks. We will then know who did or did not comply with ATC instructions.

Had the accident happened forty miles south, the NTSB would be releasing radar tracks in a few weeks.
