There's been some wild weather around the South Coast recently, plenty of convective activity. Sounds like it must have been a harrowing ride in that Mooney.

Check out flightaware for that flight. They had descent rates of 3000fpm for over a minute. Went from 9000' to 2700' very quickly over the Cowichan Valley.

CADOR has been updated, and it looks like it might not have been a thunderstorm after all:
"UPDATE: TSB Report#A17P0070: C-GGIM, a privately registered Mooney M20R aircraft, was on an IFR flight plan from Tofino/Long Beach, BC (CYAZ) to Chilliwack, BC (CYCW). During cruise flight at 9000 feet ASL, ATC instructed the pilot to initiate a descent from cruising altitude. The pilot read back the instruction, however did not initiate the descent. After a second ATC instruction to descend, the pilot complied. Shortly thereafter, the aircraft entered instrument meteorological conditions (IMC) and the pilot lost control of the aircraft, entering a spiral dive. After flying out of the base of the broken layer of cloud, the pilot initiated a recovery. ATC was notified that the aircraft was hard to control and a diversion to Victoria Intl, BC (CYYJ) was requested. ARFF was alerted. During the landing at CYYJ, the landing gear collapsed and the aircraft was disabled on the runway. Of the 3 persons on board, 1 received minor injuries. The aircraft was substantially damaged."

They descended into a thunderstorm... The descent probably wasn't started right away because it looked so dark and foreboding, they waited a few seconds to try and get past it. On the second instruction to descend, they complied, although they probably should have declined. The convection in the cloud threw them around and flipped the plane over. The turbulence was strong enough that it over-rode the gear-up locks and the gear was thrown down, damaging something in that position as well. They exited cloud in a dive, and likely over-stressed the airplane pulling out to avoid hitting the mountain on Saltspring Island. Ya, I highly doubt they were staying at 9000' to get past a CB. My guess is that he was trying to stay VFR, knowing he didn't have the skills or experience to fly IFR in shite wx. As it turns out, he didn't.

ATC doesn't always know, and sometimes doesn't care nor differienate between a heavy turboprop and a light single.

They started their descent right on top of that yellow return at the left-hand side (TCU?) The GFA was calling for FRQ TCU.
