The day experienced captains retire and this people make it to the left seat, you better sleep in a bunker.
If this people cheated in order to get a license and feel they moraly deserve to do the job, it makes you wonder of about their professionalism and their ability to ensure the safety of hundred of passengers.

What is ICAO doing except drinking cocktails?

It's hard feeling sorry for people sometimes. While I can sympathize with people struggling to get out of poverty. I always get the feeling way too many people are suckers for what they percieve will be the quick path, the easy road. In Asia (and over here too, but sheer volume over there placesthe market for this several factors larger) there are tons of middlemen making their bucks promising hollow dreams to the masses. Offering pilot training is prevalent because there is a verifiable demand, and the position still holds some what prestige, and lastly few have a real concept of what's involved in becoming one. Entire family's savings are tied up sending their kids to flight school with the idea of giving them a leg up. Sadly, they have no idea what a poor return on investment they'll get.

The hour fraud that is so prevalent is due to how little people can concieve of what fate may await the world calling their bluff, or the realities of experience based abilities. 100 hours is as good as 10,000 in the mind of someone who really doesn't know what's done in those hours.
