If guys are chatting on 121.5, doesn't that mean they're monitoring 121.5 as well? At least that's a good thing.

You're kidding right? Most guys I know flying over the US have a tolerance of about 2 minutes, or until it distracts them from calls on their other radio. And then they turn off guard because it is distracting them from their primary task. My guess is that less people are on guard.

Our operation manual requires the #2 radio to be tuned to 121.50 in our 10,000' flow.
It doesn't say it has to be the same volume as #1. I turn it all the way down, which is enough to hear it, but not be distracted by it. You can tell pretty quickly if someone is saying anything more than the typical guard police jargon.
