Yes, of course. On the condition that Russia follows it's word in the Budapest Memorandum that they agreed to. That includes "Refrain from the threat or use of force against the territorial integrity or political independence of the signatories to the memorandum".

But also "Seek immediate Security Council action to provide assistance to the signatory if they "should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used"

Russia agreed to protect Ukrane from acts of aggression or threats of aggression involving nukes. Both of what Russia is currently doing. For Russia to follow the Budapest Memorandum, they need to defend Ukraine from Russia...themselves.

If Russia agrees to follow their own agreement, we can have peace.
