I remember when Wasaya first bought the 1900D, they were loaned a "C" model for a few months while theirs was being built (the loaner looked like a Pepsi can) and it was "N" registered. When it came time to return the thing to ICT, they decided to save on a return ticket and sent Potsie down solo. If memory serves, TC found out and there was a considerable flap raised.
The whole thing comes down to the basic international rule that when flying in another country, one must always follow the most restrictive rule when deciding whether to fly using local law or one's own. A good example of this came when they started doing serious ramp checks in Europe a few years ago (curiously soon after the USA started ramping and doing security checks on every pilot, their passengers and their dogs, and otherwise making life hell on everybody--but don't get me started!) In the USA they never issued type ratings to co-pilots, and in fact under Part 91 the co-pilot of a two crew aircraft needs only to be "familiar" with the machine. Picture what happened when the German inspector asks to see the documents for say a privately operated Challenger sitting on the ramp in Munich.
"Licences, medicals, and aircraft paperwork please"
"Here ya go mate...." sayeth the captain handing over his endorsed ATPL and the FO's CPL with fresh multiIFR still wet from Embry Riddle.
"Who's the FO here?"
"Him" he points to the FO.
"But he's not endorsed on this aircraft"
"Of course not. He only has 200hrs. But he read the POH over the weekend and I showed him how the radios work before we blasted off. We're Americans and that's how we do it. "
"Okay, well when you get a first officer, we will remove the clamp from the left main wheel because you can't operate this thing in Germany without two PILOTS......"
By the same token, we Canadians are legally compelled (by our own law--not the Yanks) to have a rated pilot in the right seat even when operating a Canadian aircraft privately in the US if the CANADIAN law says we have to have one, even though the Americans may not care.
1900 non-2 crew?
