What was happening here is that the training would be given and the Paramedic would then jump ship to a higher paying Province,
Same thing was happening in Ontario with respect to the water bomber pilots when Ontario first got into them in the 1980s. The province had chosen contractor(s) to operate the 215's. These same operator(s) paid shit wages to flight crews so naturally they jumped ship to higher paying provinces. The operator(s) didn't care why would they it was a cost plus contract. In effect, Ontario was the 215 training province for Canada.
The only way out was to take the operation back in house once the contracts expired and pay decent wages to crews. It cost the tax payers of Ontario big time before some lights went on.
The whole key retaining employees is paying fare wages in the first place.
