Absolutely nonsense, and rightly nothing is in the media about this because it's factually incorrect. The number of people laid off? That some were union members? That some staff are job sharing? That some NAV CANADA employees have had pay cuts and are having their pensions changed? That CATCA got a pay rise last year through the CA, and will do so again in July?
